1. I'm playing that one by ear, but it tends to be based on activity rather than length of time. Although the two usually go hand in hand. Like most things, it's one of those "I know it when I see it"... (i'm sure I'll have a better answer for the FAQ*g*)

As a sort of unofficial response, let me say this: You can up your chances of receiving votes by getting to know people in the competition, by letting your flist know that you're in a vote-based competition, and by participating in the Greenroom like crazy. Aside from that, excellence shows in this competition, so your content definitely matters. Many people actually do read the competing entries so they can vote fairly.
