Totally and I'm very similar. One of my criteria for voting is "does it fit the topic" (which is why I switched entries this week - I felt the second entry was a better fit) and if it doesn't, I'm unlikely to vote. It could be a brilliant piece of writing, but I have a number of criteria that an entry has to meet and if it fails on one of them, it's going to have to do a lot better on the others if I'm still going to vote. That doesn't necessarily relate to my commenting, which can be, as you say, because I've felt something about the content rather than because I feel a vote is in order.
